The Association

Our goal is to secure recognition for the private sector’s continuous contribution to developing France’s rail network, enhancing performance and modernising the network to generate benefits for its millions of users.

Since September 2014, the AGIFI has represented the interests of 5 private sector operators that hold concession contracts or partnership agreements to develop or operate mass transit rail projects.  Over the past few years, the private sector has been widely called upon to assist SNCF Réseau both financially and technically, and more generally to help the French rail network to achieve its goals.  These new stakeholders are keen to join forces to highlight and sustain their contribution to this new ecosystem.

Our objectives

  1. Create a platform where Association members can meet to discuss issues and share best practices by systematically providing feedback to help devise global solutions to individual problems.

  2. Highlight how the private sector has contributed to the success of high-grade infrastructure projects, by developing sustainable operating models.

  3. Work with railway industry stakeholders to create a stable and well-defined regulatory and economic environment to guarantee continued private sector involvement in rail projects. The Association intends to provide objective contributions to public debates.

  4. Help compile studies, conduct research and enquiries on issues of common interest, including in cooperation with the public sector or other private sector companies.

Alexis de Pommerol

Alexis de Pommerol

Alexis de Pommerol first held positions within the French Ministry of Transportation, in charge of the national highway investment budget, and at a regional level on Réunion Island, as project manager for a highway project.

He joined Systra, as Director of the Transport Planning Department in 2002 and was then appointed Director of the Transportation Equipment and Systems Department. In 2007, Alexis de Pommerol moved to Vietnam as Project Director for Hanoi Metro Line 3.

In 2010, Alexis de Pommerol joined VINCI as LISEA’s Vice-President for Operations.

Alexis de Pommerol joined Meridiam in september 2017. He is in charge of railways development and CEO of Oc’Via.

Loïc Dorbec

Loïc Dorbec is a graduate of the Ecole Polytechnique and Lausanne’s Ecole Polytechnique Fédérale. He began his career at Bouygues group in 2000 serving as a construction engineer for Quille and Alis until 2005 when he was put in charge of new business development in Russia, Ukraine and several Central Asian CIS countries for Bouygues Travaux Publics.

He joined Eiffage group in 2006 as Private Public Partnership Director and in July 2011 was appointed Operations Director for Eiffage’s Bretagne-Pays de la Loire HSL project.

Vincent Bouthonnier

Vincent Bouthonnier joined Eurotunnel Group in 2012 as Strategic Director.

He began his career in private equity investment for the Industrial Development Institute before working for two investment banks, Crédit Commercial de France and Crédit Agricole Indosuez. In 1999, he moved to the energy sector, joining Elyo (now Engie group – formerly Suez) where he served as Mergers & Acquisitions Director before joining Cegelec in 2002 to set up their corporate development department.

Vincent Bouthonnier is a graduate of Ecole Centrale de Paris and the MIT.

Thierry Dallard

Thierry Dallard is a graduate of the Ecole Normale Supérieure and the Ecole Nationale des Ponts et Chaussées civil engineering school. He has been serving as Private-Public Partnership Director for Meridiam in France since 2007. He is involved in promoting partnership agreements in new sectors where long-term performance is the primary concern. Before that, and up until 2007, he served as Project Manager and provided assistance to contracting authorities and held a senior position in the Ministry of Transport Roads division.

François Celier

Graduated from Kedge Business School, DECF and EMBA HEC (2004), François Celier has mainly worked for the SFR Group. He worked from 1998 to 2005, at Télécom Développement, a joint subsidiary of SNCF and SFR, then at Cegetel, where he was in charge of the financial control of the Fixed Network deployment. He was then in charge of the financial management of the Fixed Network and IS division.

From 2005 to 2008, when Cegetel merged with Neuf Télécom, he became responsible for the financial management of the B to B division. In 2010, François Celier was appointed Chief Financial Officer of Synerail then Chairman of Synerail in October 2016 .

Hervé Le Caignec

Hervé Le Caignec

Hervé Le Caignec was appointed Chairman of the Tours-Bordeaux High speed line, on march 18th 2017.

He started his career in the construction / maintenance of highways. He was then in charge of the development and operation of major infrastructures through Public Private Partnership Schemes in France and abroad. He spent 10 years in the Caisse des Dépôts group, then 4 years in the SNCF group.

He spent 14 years in the VINCI Group, where he held positions in France and abroad for development and project management functions.

Marc Legrand

Marc Legrand is a graduate of the Ecole Polytechnique and the Ecole Nationale des Ponts et Chaussées civil engineering school. He joined Eiffage group in 1989. He served as Director in charge of major projects at Quillery from 1997 to 2001 before serving as Managing Director of the company commissioned to manage the concession contract for the Millau Viaduct until 2005. He then served as CEO of TP Ferro, the Perpignan – Figueras HSL concession holder. He has been working as Concession Development Director since 2010 and Chairman of ERE since 2011.

Jacques Gounon

Jacques Gounon is a graduate of the Ecole Polytechnique and the Ecole Nationale des Ponts et Chaussées civil engineering school. He began his career in 1977 working in the French public administration (infrastructure department at the Paris City Hall). In 1986, he was appointed Managing Director of Comatec, and Development Director of Eiffage group in 1991. He served as industrial advisor to the Ministry of Employment in 1993 before being appointed Chief of Staff to Anne-Marie Idrac, the Secretary of State for Transport in 1995. He served as Deputy Managing Director of Alstom group in 1996 and Chief Executive of Cegelec group in 2001. Since 2007 he has served as Chairman and CEO of Eurotunnel group and is a Board Director of Aéroports de Paris and ANSA.

Christophe Pélissié du Rausas

Christophe Pélissié du Rausas

Christophe Pélissié du Rausas is a graduate of the Ecole Polytechnique and the Ecole Nationale des Ponts et Chaussées civil engineering school. He holds a Postgraduate degree in Finance from Paris-Dauphine University.

He began his career at France’s Ministry of Infrastructure before joining Spie Enertrans. He joined VINCI in 1997, working in a number of different positions. He served as Head of Concessions at Campenon Bernard (now VINCI Construction Grands Projets 1999 – 2001), Managing Director of VINCI Energies Nord (2002 – 2003) and Vice President of Southeast Europe of VINCI Concessions SA (2004 – 2009).

He has served as Executive Vice-President of VINCI Concessions and Director of Programme Management at VINCI S.A. since 2009 and Chairman of VINCI Railways since 2014. In December 2015, he was appointed member of the railway transport systems Senior Management Committee.
