This report, resulting from a collaboration between AGIFI and the Institute for Delegated Management (IGD), examines the contractual and industrial options for delivering the New South-West Line (LNSO) — a strategic high-speed rail project connecting Bordeaux to Toulouse (and to Dax) — in a context of strong pressure on public finances and significant challenges related to performance, territorial attractiveness, and the ecological transition.
It provides a comparative assessment of traditional public procurement models, integrated contracts, and Public-Private Partnerships (PPPs), considering the ability of each approach to optimize overall project cost, delivery timelines, and the mobilization of private industrial resources.
The report concludes that integrated contracts such as PPPs or concession models — entrusting the private sector with design, construction, financing, and long-term maintenance — offer significant potential for improving industrial efficiency and controlling costs and timelines over the project lifecycle. This potential, however, depends on appropriately structuring the project’s lot segmentation, contract duration, and financing conditions, while ensuring strong public governance.
